At the same time, the court worked on a plan to restore judicial services that takes into account the policy development and guidance of the California Judicial Council and local, state and federal officials. Riverside Superior Court is seeking comments on the proposed management plan to restore services. Comments must be submitted by May 13, 2020 at 5 p.m. April 2020 as well as reduced hours of operation (9:00 a.m. to 2:00 p.m.), with the aim of tackling the highest judicial services that affect public safety in a way that minimizes court appearances. On March 23, 2020, the Chief Justice of the Court signed a second amended Executive Order to implement emergency assistance, approved pursuant to Section 68115 of the Government Code, in response to the statewide order of the Honourable Tani G. Cantil-Sakauye, Chief Justice of the Supreme Court of California, on the same day. Priority Issues – The Tribunal deals only with urgent matters affecting public health and safety. These are described in the 19-day press release. March 2020 and include, but are not limited to: • Pre-trial detention charges, preliminary hearings and priority hearings; • Injunctions in civil, criminal, family, juvenile and inheritance cases; • ex parte applications for urgency in civil, criminal, family, juvenile and inheritance cases; • Temporary guardianship and temporary guardianship; • Hearings in juvenile detention. Video Orders – In addition to current phone appearances, the court will use video technology for charges and related matters, allowing defendants to remain in custody in prison and lawyers and interpreters to provide services from their offices to comply with the CDC`s social distancing recommendation. Website – In an effort to provide accurate, timely and essential information to all court clients, the court has created a new website that provides information on court activities related to COVID-19.
This includes routine cases, court closures, hours of operation, instructions for filing electronic documents and telephone appearances, jury duties and detailed information by type of case. Social distancing — The court adheres to federal, state, and local social distancing guidelines, including limited staffing, telecommuting, researching remote technologies for limited cases, and maintaining a six-foot distance between people working in the same area in a courthouse. The court has also increased the turnover of janitors, which includes increased hygiene efforts and the provision of medical supplies to employees. The health and well-being of every bailiff, employee, contractor and citizen who enters our facilities is paramount in the decisions that will be made when Riverside Superior Court begins to restore services. The Riverside Superior Court is closely monitoring local, state, and federal public health guidelines related to COVID-19, as well as guidance from the Centers for Disease Control and Prevention (CDC), and will continue to update the master plan as needed.
